SEATTLE, January 15, 2003 – Jesse T. Tam, President & CEO of Regal Financial Bank is pleased to announce the promotions of the following individuals:

Mr. Ronald O. Brown, a veteran banker with 32 years experience, has been promoted to Executive Vice President & Chief Credit Officer.

Mr. Patrick R. Milbank, also with 32 years experience in banking and finance, has been promoted to Senior Vice President and Team Leader.

Ms. Jennifer L. Wahlsten, with 8 years experience in banking operations, has been elevated to the position of Assistant Vice President - Bank Operations.
