Regal Financial Bank’s Executive Management Team
is Stronger than Ever
Seattle, Wash., February 16, 2010—
Regal Financial Bank has strengthened its management team
with the appointment of two new members, joining Chairman
& CEO Randy James, EVP & Chief Credit Officer
Charles Foisie and SVP & CFO Micki Greer.
Regal Financial Bank has tapped William Glassford to head
the bank’s capital raising campaign and investor
relations.
Mr. Glassford has over 30 years of senior managerial experience
in the banking industry, which followed six years of US
Government experience where he honed his strategic thinking.
While his banking career was with larger institutions,
he has had extensive experience managing smaller units
and troubled units where he successfully turned them into
profit centers.
Mr. Glassford holds significant banking and community
connections, as well as a wealth of banking experience
up and down the Western Coast and overseas in Asia.
“Throughout his career, William has consistently
demonstrated exceptional business acumen in a variety
of banking roles," commented Mr. James. “We
are confident his in depth banking experience will contribute
to our company’s continued growth and stability.”
Regal Financial Bank appointed Doug Kemper to the role
of Chief Operating Officer.
Mr. Kemper brings 40 years of banking experience ranging
from community banks to multi-national banks with domestic
and international branches and subsidiaries. His major
focus is Asset and Liability Risk management, Credit Quality
and Operations Policy and Procedures. Mr. Kemper carries
significant regulatory examination experience as a National
Bank Examiner with the Comptroller of the Currency. Mr.
Kemper graduated with an International Business degree
from Oregon State University and a three year program
certificate from Pacific Coast Banking School.

Randy James, Chairman & Chief Executive Officer,
joined the Board of Directors in 2007 and in April 2008
was nominated as the Chairman of the Board. Mr. James
is a veteran Pacific Northwest Banking executive, with
over 40 years of exceptional banking experience. Starting
with Seattle First National Bank, Mr. James managed the
Commercial Markets Group as Vice Chairman. Furthermore,
Mr. James became the Chairman of the Board and CEO of
Bank of America Oregon. Mr. James was also asked to take
on the role of Worldwide Marketing Director, EVP of Bank
of America, and a member of the managing team. He was
most recently the Founding Director of Charter Bank, which
was sold to an investment group in 2007.
Mr. James serves on the board of ING America's Insurance
Holding Company, where he is the Chairman of the Marketing
Committee. He is currently Chairman of the Educator's
Advisory Board which Mr. James created in 1999 to award
financial grants to teachers in all fifty states of the
United States for outstanding teaching ideas.
Chuck Foisie, EVP & Chief Credit Officer,
joined the Bank in May 2004. Mr. Foisie has over 38 years
of experience in commercial and retail banking in the
Pacific Northwest with several banks including Pacific
Northwest Bank, Key Bank, Puget Sound National Bank and
Rainier Bank. He has served on a number of community boards,
including the Economic Development Council of Seattle
and King County, and he currently serves on the Board
of Pacific Coast Banking School. Mr. Foisie is a 1970
graduate of Western Washington University.
Micki Greer, SVP & Chief Financial Officer
has been with the Bank since its inception in 2002. She
brings over 30 years of experience in commercial, retail,
and international banking with large multi-national banks
as well as regional commercial banks. Ms. Greer holds
a BA in Business and Accounting and attended Seattle University,
the University of Washington and the University of Phoenix.
Ms. Greer is an active member of the community and has
served on several boards and professional organizations
including the Western Independent Bankers CFO Advisory
Board and as a Field Advisor and on the CFO Advisory Committee
for the Washington Bankers Association.
