Regal Financial Bank's Board members are
as diverse as the market the Bank serves. All are dynamic
individuals who have been drawn from various industry sectors,
such as real estate, international business and technology.
This helps the Bank draw its customer base from a healthy
variety of sources. Just as the products and services offered
by the Bank are not limited to a particular industry sector,
neither are the quality individuals who have organized this
Bank.

Larry Blackett
|
Larry Blackett is a Senior Vice President and shareholder
of GVA/Kidder Mathews, a corporate real estate services
company in Seattle, Washington. Mr. Blackett has extensive
contacts throughout the commercial real estate community,
having been a top performer for GVA/Kidder Mathews since
1993 and previously a lead manager of the corporate
services division of the Norman Company. Mr. Blackett's
community involvement has included memberships in the
Washington Software Association, Seattle's Emerald City
Rotary and the Japan-America Society. Mr. Blackett received
his Bachelor of Arts degree in Business Administration
from Washington State University and later lived in
Japan for two years, gaining fluency in Japanese and
attending Japan University in Tokyo. |

Stan Dickison
|
Stan Dickison is the retired Chief Executive Officer
of Dickison Insurance Agency. His insurance career goes
back more than 35 years. He has been a member of the
Professional Insurance Agents of Washington and the
Independent Insurance Agents of Washington. He is also
past president of the Insurance Fire Mark Society, an
organization affiliated with the Professional Insurance
Agents of Washington. Mr. Dickison has been a member
of Rotary for 30 years, including service as District
Governor. He previously served as president of the Edmonds
Chamber of Commerce and was voted, together with his
wife Valerie, Edmonds' "Citizens of the Year"
in 1994. Mr. Dickison’s avocation as a Meeting
Planner has produced excellent results with local, regional
and national meetings. Mr. Dickison holds a Bachelor
of Science degree in Public Administration from USC
and attended graduate school at the University of Washington. |

Randy C. James
|
Randy C. James is the Chairman of the Board, Director and Chief Executive Officer of Regal Financial Bancorp and Regal Financial Bank. Mr. James is a veteran Pacific Northwest Banking executive with over 35 years of experience. He was the Founding Director of Charter Bank, which was sold to an investment group in 2007. His previous positions include Chairman and Chief Executive Officer of Bank of America, Oregon where he was responsible for turning around the troubled Benjamin Franklin Savings and Loan, acquired via the RTC and converting the institution into a strong performing commercial bank. He also served as the Worldwide Director of Marketing for Bank of America. Locally, he was Vice Chairman of Seattle First National Bank. In addition to joining the Regal Financial Bancorp board in 2007, he is also the Educators Advisory Board Chairman and Founder of ING’s Unsung Heroes program. Mr. James is active in a number of community organizations and was the President of Pacific Coast Banking School for two years and an instructor for six years. He and his wife reside in the Issaquah area. Mr. James is a graduate of the University of Washington. |

Henry Liebman
|
Henry Liebman is President and Co-Founder of American
Life, Inc., a property investment and management company
in Seattle. Mr. Liebman graduated from the University
of Washington in 1973, receiving a BA in Political Science.
Since receiving his JD from the Puget Sound School of
Law in 1980, Mr. Liebman spent more than twenty years
practicing real estate law as Managing Partner of Coe
Nordwall Liebman LLC and Liebman-Mimbu PLLC and was
a founder of Northwest International Bank. |

Hank Lo
|
Hank Lo is President of Reliance Mortgage/Reliable
Escrow, Inc., the leading Asian mortgage broker in Washington
State. Prior to organizing, establishing and managing
these companies, Mr. Lo worked for Eagle Mortgage and
Washington Mutual Savings Bank, among others, and his
lending experience dates back to 1986. Mr. Lo holds
a Bachelor of Arts degree in Accounting and Finance
from the University of Washington and an MBA in Finance
from Seattle University. |

Rodger May

Rodger May is president of Three Winches, Inc., an investments and venture capital company. He also has ownership positions in a number of companies, including MK Pacific and Copper River Seafoods. May has over 25 years of seafood industry experience and a varied business background that has shaped an exciting career over the years. He is engaged in all levels of business and has sold companies and created new ones, giving him a unique perspective on the value of a business and wealth creation for investors. He is well known in the fishing community, which makes up a large business focus of the Northwest. May spent 5 years at University of Hawaii and Hawaii Loa College pursuing his love and passion for marine biology. |

Basant Singh

Basant Singh is President and Director of Regal Financial Bank
and Regal Financial Bancorp, Inc. He is a results-driven leader with
over 28 years of commercial and retail banking experience in the
Puget Sound. Mr. Singh is a solid and proven leader who transforms
business strategies into disciplined growth and profitability,
matching the paramount interest of shareholders, clients and employees
alike. Most recently, he was with Pacific Continental Bank serving as
the President of the Greater Seattle Market. Prior to that,
Mr. Singh served as President and CEO of NWB Financial Corporation and
its subsidiary, Northwest Business Bank which was acquired by
Pacific Continental Corp. in November of 2005. Mr. Singh also held a
number of management positions with increasing responsibilities at KeyBank,
Security Pacific Bank and Rainier Bank. He is a graduate of Pacific Coast
Banking School and The Management Program at University of Washington and
attended the University of South Pacific, graduating with a Bachelor of
Arts Degree. Mr. Singh is active in a number of commerce and
civic organizations. |

Kathleen Wilcox
|
Kathleen Wilcox is a former president and chief executive
officer of the Washington Software Alliance. She has
an extensive banking background having served in executive
leadership positions with Rainier Bancorporation and
Security Pacific Bank in Seattle. Kathy served on the
board of another community bank board prior to Regal
Financial Bank. In addition, she is also a member of
the regional board of directors for Regence Blue Shield. |
